Many passengers complained on social media platforms that they had bought tickets in advance, but were denied boarding by railway staff because of overloading - the result of some passengers buying short distance tickets but refusing to get off at their corresponding destinations.
很多乘客在社交媒体上抱怨称，他们提前买了票，但是列车员却以超员为由不让他们上车，造成超员的原因是部分乘客"买短乘长"的行为，即购买短途车票，但到站后不下车。
今年五一期间，多名网友发文称，在山东淄博火车站和南京火车站遇到已购票却因超员出现无法上火车的情况。"买短乘长(boarding with short-distance tickets but traveling to farther destinations)"本来是铁路部门为满足部分乘客临时变更到站需要而提供的应急便利措施，此类乘客可在途中找列车员办理补票(pay to extend their tickets)手续。但在出行高峰(tourism boom)期间，"买短乘长"行为增多会损害提前购票乘客的合法权益(legal rights and interests)。
中国铁路总公司5日表示，为确保铁路运输安全秩序，维护良好旅行环境，铁路部门会根据当前车内人数(current passenger numbers)、前方站预售车票(pre-sold tickets for the next station)情况，决定是否办理越站补票手续。如果旅客没有按规定补票强行越站乘车(insist on staying aboard but fail to pay for the extended trip)，到站后铁路部门将加收已乘区间应补票价50%的票款(charge an extra 50% of the extension ticket price)。
