背景：城市技术项目很早开始就寻求管理城市——组织模糊混乱的地方，减少不确定性，预测或引导城市的增长和下滑。最近这些年出现的“智慧城市”项目和之前的迭代版本有诸多相似之处。天花乱坠的宣传一次又一次地承诺为城市“问题”提供新的“解法”。然而，美国很多所谓的“智慧城市”项目不过是炒作和恐慌，行政官员为了赶上潮流，一拥而上，争相购买与现有的基建和系统很难兼容的新技术。对于技术企业来说，各城市不同的技术基础和条件也令他们很难实现统一化的规模运作。现在的发展趋势是，技术企业越来越多绕过政府，独立承担了许多职能，但若要在这个过程中避免加剧阶层不公，我们必须明白，技术会带来新的机遇，也会催生新的问题，更要了解，哪些人会因之而成为输家。技术无疑能帮助我们构建更美好的未来，但技术只是工具，不是解决问题的根本。相反，好的政策和合适的资金投入才是应对许多急迫问题的关键。
