Such moves, which bring great risks to public health security, have been clarified as a "serious situation" of disturbing the frontier health and quarantine in the guideline, and violators will be punished for the crime in line with criminal law, Wang said.

海关总署官员王军在新闻发布会上就五部门近日发布的一份指导意见做出解读时强调，入境时拒绝接受卫生检疫或者不如实填报健康申明卡者将以"妨害国境卫生检疫罪"定罪处罚。王军呼吁入境旅客配合海关人员接受卫生检疫。近日，一些入境人员被发现故意隐瞒疫情严重国家或地区旅行史、甚至用吃退烧药等方式掩盖发热症状，在海关卫生检疫环节蒙混过关。王军说，按照指导意见，上述行为给公共卫生安全造成重大风险，被归类为妨害国境卫生检疫的严重情形，将依照刑法定罪处罚。
