The Communist Party of China Central Committee has issued a trial regulation on the work at primary-level Party organizations of State-owned enterprises (SOEs). The regulation have specified the setup of primary-level Party organizations in SOEs, their main duties, Party leadership and corporate governance, Party member education, political building, intraparty democracy and oversight as well as organizational leadership and guarantee.

We will work to ensure that primary-level Party organizations in enterprises, villages, Party and government departments, schools, research institutes, sub-districts, communities, and social organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions, overseeing community-level social governance, uniting and mobilizing the people, and promoting reform and development.
