前不久，召开的中共中央政治局会议指出，各地区各部门要从巩固党的执政基础和维护国家政权安全的高度，推进基层治理体系和治理能力现代化建设。会议强调，要加强党对基层治理的领导，基层治理效能。

The Party's leadership of its grassroots organizations should be strengthened to increase its efficiency of governance, according to a meeting of the Political Bureau of the Communist Party of China Central Committee held on Jan 28. Modernization of the system and capacity for primary-level governance was highlighted at the meeting as important work concerning the Party's governance foundation and the security of State power.

【知识点】

基层治理，是指在中国共产党领导下，主要在农村乡镇、村和城市街道、社区层面，各类社会主体共同开展，服务基层大众、协调基层社会关系、化解基层社会矛盾、维护基层社会稳定的制度及其运作实践的总称。推进基层治理体系和治理能力现代化建设，是全面建设社会主义现代化国家的一项重要工作。党的十九届五中全会将“社会治理特别是基层治理水平明显”列入“十四五”时期经济社会发展主要目标。

中共中央政治局会议指出，要加强党对基层治理的领导，将基层党组织的政治优势、组织优势转化为治理效能。要加强基层政权治理能力建设，健全党组织领导的自治、法治、德治相结合的基层治理体系。要构建常态化管理和应急管理动态衔接的基层治理机制，统筹做好新冠肺炎疫情常态化防控和管理服务工作。要构建网格化管理、精细化服务、信息化支撑、开放共享的基层治理平台，加强基层工作队伍建设，制定实施城乡社区服务体系建设“十四五”规划，更好解决群众操心事烦心事揪心事，持续减轻基层负担。要切实加强组织领导，健全各级议事协调机制，形成推进基层治理现代化建设的整体合力。

【重要讲话】

把基层党组织建设成为宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的坚强战斗堡垒。

Primary-level Party organizations should play a key role in publicizing the Party's propositions, implementing the Party's decisions, leading grassroots governance, uniting and mobilizing the people, and promoting reform and development.

加强社区治理体系建设，推动社会治理重心向基层下移，发挥社会组织作用，实现政府治理和社会调节、居民自治良性互动。

We will strengthen the system for community governance, shift the focus of social governance to the community level, leverage the role of social organizations, and see that government's governance efforts on the one hand and society's self-regulation and residents' self-governance on the other reinforce each other.
