The State Council's executive meeting on July 15 urged further taking forward the nationwide initiative spurring entrepreneurship and innovation to unleash market vitality and people's creativity. The new drivers of growth will be fully harnessed to support jobs and market entities, with a particular focus on the employment of college graduates, rural migrant workers who have returned to their hometowns and other key populations.

国务院常务会议指出，全面做好“六稳”工作、落实“六保”任务，应对疫情冲击和发展环境变化，必须贯彻创新驱动发展战略，深入推进大众创业、万众创新。一要加大对创业创新主体的支持。二要鼓励双创示范基地建设大中小企业融通、跨区域融通发展平台。三要鼓励金融机构开展设备融资租赁和与创业相关的保险业务。四要实施创业带动就业示范行动，推动企业、双创示范基地、互联网平台联合开展托育、养老、家政、旅游、电商等创业培训，引导择业观念，拓展就业空间。

【重要讲话】

中国始终坚持就业优先，着力增强经济发展创造就业的能力，以创业带动就业，保障高校毕业生等重点群体就业，以教育培训提升劳动力素质，缓解结构性就业矛盾。

China gives high priority to employment. We have worked to ensure that economic development is pursued in a way that supports job creation, encouraged business start-ups as a means to create more jobs, and paid particular attention to the employment of college graduates and other key groups. We have also provided the labor force with better education and training to tackle structural unemployment.
