中共中央总书记、国家主席、中央军委主席习近平近日在山西考察时强调，要努力克服新冠肺炎疫情带来的不利影响，在高质量转型发展上迈出更大步伐，确保完成决战决胜脱贫攻坚目标任务，全面建成小康社会。

President Xi Jinping called for efforts to overcome the adverse impacts of the COVID-19 epidemic and make greater strides in high-quality transformation and development to ensure that the target of poverty eradication is reached and the building of a moderately prosperous society in all respects is completed. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during an inspection tour in north China's Shanxi province.

【知识点】

山西省是我国重要的能源基地和老工业基地，是国家资源型经济转型综合配套改革试验区，在推进资源型经济转型改革和发展中具有重要地位。当前，我国经济发展进入新常态，对资源型经济转型发展提出了新的更高要求。为加快破解制约资源型经济转型的深层次体制机制障碍和结构性矛盾，走出一条转型升级、创新驱动发展的新路，努力把山西省改革发展推向更加深入的新阶段，为其他资源型地区经济转型提供可复制、可推广的制度性经验，国务院于2017年9月印发《关于支持山西省进一步深化改革促进资源型经济转型发展的意见》。

《意见》提出，到2020年，重点领域供给侧结构性改革取得阶段性成果，能源革命总体效果不断显现，支撑资源型经济转型的体制机制基本建立。到2030年，多点产业支撑、多元优势互补、多极市场承载、内在竞争充分的产业体系基本形成，清洁、安全、高效的现代能源体系基本建成，资源型经济转型任务基本完成，形成一批可复制、可推广的制度性经验，经济综合竞争力、人民生活水平和可持续发展能力再上一个新台阶。

【重要讲话】

落实好能源革命综合改革试点要求，持续推动产业结构调整优化，实施一批变革性、牵引性、标志性举措，大力加强科技创新，在新基建、新技术、新材料、新装备、新产品、新业态上不断取得突破。

Continuous efforts should be made to promote the adjustment and optimization of China's industrial structure under the guidance of pilot reform policies in the energy industry, implementing a series of innovative, leading and landmark measures. At the same time, scientific and technological innovations should be greatly enhanced to continue achieving breakthroughs in new infrastructure, technology, materials, equipment as well as new products and business models.
