无障碍环境建设法草案近日提请十四届全国人大常委会第二次会议二次审议。有数据显示，我国现有残疾人约8500万，截至2021年底我国60岁及以上的老年人已有2.67亿，加上有无障碍需求的孕妇、儿童、伤病人员等，人数合计数亿人。

A draft law on the building of a barrier-free environment was submitted to the second session of the Standing Committee of the 14th National People's Congress for a second reading on April 24. Hundreds of millions of people in China have need of barrier-free facilities. China had about 85 million people with disabilities, and 267 million elderly people aged 60 and above as of the end of 2021. Other categories that benefit from such facilities include pregnant women, children, and the sick and injured.

【知识点】

无障碍环境建设是保障残疾人、老年人等群体平等充分参与社会生活的一项重要工作，是国家和社会文明的标志。我国无障碍环境建设起步于上世纪80年代，近年来得到快速发展，但仍存在无障碍设施建设不平衡不充分不系统，无障碍信息交流和无障碍社会服务不能满足人民群众的实际需要等问题，迫切需要制定一部专门的法律予以规范和推动。

为此，2022年10月27日，无障碍环境建设法草案提请十三届全国人大常委会第三十七次会议初次审议。这是我国首次就无障碍环境建设制定专门性法律。草案在现行规定基础上进一步拓展了无障碍内涵，加强了相关标准和要求。草案扩展了无障碍受益人群，在保障残疾人、老年人的基础上，更好地惠及全体社会成员。草案还明确，对违反本法规定，涉及公共利益的，人民检察院可以提出检察建议或者提起公益诉讼。

4月24日，草案提请全国人大常委会会议二次审议。此次提请十四届全国人大常委会第二次会议审议的草案二审稿，吸纳各方面意见建议，突出无障碍环境建设基本定位，增加“保障措施”专章，进一步完善城镇老旧小区无障碍设施和适老化改造中加装电梯问题有关规定，在“重点”“难点”问题上精准“出招”。
