China has proposed eight tasks to ensure national food security, including strengthening the country's food security system and capacity-building, increasing support for agricultural protection, and accelerating the construction of a modern food industry and circulation system, according to a recent report from the State Council. The report on work to ensure national food security was submitted to the fifth session of the Standing Committee of the 14th National People's Congress, China's top legislature, for deliberation on August 28.

【知识点】

粮食安全是关系经济发展和社会稳定的全局性重大战略问题，是国家安全的重要基础。党的十八大以来，党中央把解决好十几亿人的吃饭问题作为治国理政的头等大事，提出“谷物基本自给、口粮绝对安全”的新粮食安全观，确立“以我为主、立足国内、确保产能、适度进口、科技支撑”的国家粮食安全战略。近年来，我国粮食生产稳步发展，市场供应充足、运行总体平稳，防范化解重大风险挑战能力不断增强，粮食安全保障水平显著进步。

当前，我国粮食安全仍面临一系列风险挑战，需要妥善应对。国务院关于确保国家粮食安全工作情况的报告显示，需持续关注的风险挑战包括：粮食供求紧平衡态势长期存在，资源环境约束持续偏紧，科技创新能力依然存在短板，比较效益低影响农民种粮积极性。报告提出，下一步，要加强粮食安全保障体系和能力建设，强化粮食安全法治保障，推动出台粮食安全保障法、耕地保护法。全面落实耕地保护和粮食安全党政同责要求，压实地方责任，加快形成更有效率、更可持续的国家粮食安全保障体系。

【重要讲话】

保障粮食安全，要在增产和减损两端同时发力，持续深化食物节约各项行动。要树立大食物观，构建多元化食物供给体系，多途径开发食物来源。要严格考核，督促各地真正把保障粮食安全的责任扛起来。

To ensure food security, efforts must be made to both increase production and reduce food losses, continuing to further prevent food waste. An all-encompassing approach to food must be adopted to build a diversified food supply system, and develop food sources in multiple ways. Assessment of officials' performance must be tightened to urge all localities to shoulder their responsibility for securing food security.
