国家能源局日前表示，我国能源行业将聚焦能源安全保障、清洁低碳转型、科技自立自强、体制机制创新、加强国际合作等5个方面，推进能源行业发展。

China's National Energy Administration (NEA) has decided to make multi-pronged efforts to advance the high-quality development of the domestic energy sector. Such efforts mainly revolve around five aspects, namely ensuring energy security, boosting clean and low-carbon transformation, enhancing self-reliance in science and technology, facilitating institutional innovation and enhancing international cooperation.

4月12日，国务院新闻办公室举行“权威部门话开局”系列主题新闻发布会，国家能源局局长表示，将主要聚焦五个方面，推进我国能源行业发展。

一是加强安全保障水平。一方面，发挥好煤炭“压舱石”作用，加大油气勘探开发和增储上产，确保国内原油产量长期稳定在2亿吨水平，天然气自给率不低于50%。另一方面，加强非化石能源替代能力，形成风、光、水、生、核、氢等多元化清洁能源供应体系。推进煤电灵活性改造，加快抽水蓄能、调峰气电、新型储能建设，加强配电网改造升级，支撑一定比例新能源接入。

二是推进消费方式变革。力争未来5年，非化石能源消费比重年均增长1个百分点;到2035年，新增电量80%来自非化石能源发电;本世纪中叶，非化石能源成为主体能源。加快规划建设新型能源体系，构建新型电力系统，推进重点领域电能替代。加快发展分布式能源、沿海核电、海上风电。

三是加快推动科技自立自强。培育核心产业链，改善重大装备自主可控水平，不断改进能源产业链供应链的韧性和安全水平。推动能源创新链、产业链、资金链、人才链、数据链深度融合，推进能源数字化智能化发展。

四是释放体制机制活力。加快推进能源法制定以及电力法、煤炭法、可再生能源法修订。破解新业态新模式在系统接入、市场交易等方面的壁垒。有序衔接绿证市场、碳市场、电力市场，促进能源产业链上下游协同发展。

五是开创国际合作新局面。能源合作是共建“一带一路”的重点领域。将推进与重点能源资源国的互利合作，加强与发展中国家的能源绿色低碳合作。

【重要讲话】

推动经济社会发展绿色化、低碳化是实现发展的关键环节。加快推动产业结构、能源结构、交通运输结构等调整优化。实施全面节约战略，推进各类资源节约集约利用，加快构建废弃物循环利用体系。完善支持绿色发展的财税、金融、投资、价格政策和标准体系，发展绿色低碳产业，健全资源环境要素市场化配置体系，加快节能降碳先进技术研发和推广应用，倡导绿色消费，推动形成绿色低碳的生产方式和生活方式。

A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
