12月24日，十三届全国人大常委会第三十二次会议表决通过了湿地保护法，标志着我国首部专门保护湿地的法律出台。该法将自2022年6月1日起施行。

Chinese lawmakers on Dec 24 voted to pass a new law on wetlands protection at the 32nd session of the Standing Committee of the 13th National People's Congress, establishing the country's first specialized law on the issue. The law will take effect on June 1, 2022.

该法规定，各级人民政府应当通过湿地保护日、湿地保护宣传周等开展宣传教育活动，增强全社会湿地保护意识。

Governments at all levels should raise public awareness of protecting wetlands through various campaigns, such as setting up "wetland protection day" or "wetland protection week," according to the law.

【知识点】

湿地，是指具有显著生态功能的自然或者人工的、常年或者季节性积水地带、水域，包括低潮时水深不超过六米的海域，但是水田以及用于养殖的人工的水域和滩涂除外。

湿地被喻为“地球之肾”，与森林、海洋并称为全球三大生态系统。湿地具有涵养水源、净化水质、维护生物多样性、蓄洪防旱、调节气候和储碳固碳等重要生态功能，对维护我国生态、粮食和水资源安全都具有重要作用。

针对湿地保护进行专门立法，有利于从湿地生态系统的整体性和系统性出发，为强化湿地的保护和修复提供强有力的法治保障。

湿地保护法明确，湿地保护应当坚持保护优先、严格管理、系统治理、科学修复、合理利用的原则，发挥湿地涵养水源、调节气候、改善环境、维护生物多样性等多种生态功能。

经济发展不能以破坏生态为代价，生态本身就是经济，保护生态就是发展生产力。

The economy should not be developed at the cost of destroying the environment because the environment itself means the economy. If you protect the environment, the productivity growth will come along.
