“摆脱贫困与政党的责任”国际理论研讨会10月12日在福建省福州市开幕，中共中央总书记、国家主席习近平向会议致贺信。习近平强调，全球减贫事业面临的困难和挑战仍然很严峻，需要各国政党在内的国际社会携手合作加快推动全球减贫进程。

President Xi Jinping called on the international community, including political parties in all countries, to work together to accelerate the global poverty relief process, as difficulties and challenges remain severe. Xi, also general secretary of the Communist Party of China Central Committee, made the call in a congratulatory message sent to an international seminar on poverty eradication and the responsibilities of political parties, which opened in Fuzhou, Fujian province on October 12.

【知识点】

今年是《联合国2030年可持续发展议程》通过5周年，全球减贫事业取得积极进展，但如期实现减贫目标仍任重道远。新冠肺炎疫情在全球蔓延，国际减贫事业面临严峻挑战。根据世界银行的报告，2020年全球预计将有7000万至1亿人因疫情陷入极端贫困，近3年来针对世界上最贫穷国家的减贫成果将被吞噬。联合国预计，即使不考虑新冠肺炎疫情影响，到2030年全球仍将有6%的赤贫人口。当前，新冠肺炎疫情持续蔓延，与全球减贫赤字叠加震荡，为各国减贫努力蒙上阴影。国际社会应坚定信心，秉持人类命运共同体理念，深化国际减贫合作，共同推动全球减贫事业取得新进展。

历经40多年接续奋斗，中国7亿多人摆脱贫困，对世界减贫贡献率超过70%，是人类历史上“最成功的脱贫故事”。脱贫攻坚战全面打响以来，中国将贫困人口从2012年底的9899万人，减少到2019年底的551万人，贫困发生率从10.2%降至0.6%，连续7年年均减贫1000万人以上。中国减贫的巨大成就，推动全球减贫事业大踏步向前。今年脱贫攻坚任务完成后，中国将提前10年实现《联合国2030年可持续发展议程》的减贫目标。

【重要讲话】

中国将落实好两年提供20亿美元国际援助的承诺，深化农业、减贫、教育、妇女儿童、气候变化等领域国际合作，助力各国经济社会恢复发展。

China will honor its commitment of providing $2 billion of international assistance over two years, further international cooperation in such fields as agriculture, poverty reduction, education, women and children, and climate change, and support other countries in restoring economic and social development.
